VS 2013 Build Configuration Selector Dissabled -

for reason can no longer select between release/debug in solution configuration menu item in vs 2013.
honest i'm not sure when disabled think after moved components separate class libraries.

it looks both configurations firing perhaps why it's irrelevant?
